PURPOSE AND FUNCTION

The Directorate of Part-Time Programme at Nwafor Orizu College of Education, Nsugbe (NOCEN), was established to expand access to teacher education for individuals who cannot pursue full-time academic programs due to work, family responsibilities, or geographical constraints.

Its primary purpose is to provide flexible, accessible, and quality education that aligns with national teacher training standards while accommodating the needs of adult learners and working professionals.

Key functions include:
●Planning and Coordination of all part-time academic activities including lectures, examinations, and project supervision.
●Admissions and Registration for eligible candidates seeking to earn NCE certificates through the weekend or sandwich mode.
●Curriculum Delivery: Ensuring that part-time students receive the same quality of education and course content as their full-time counterparts.
●Liaison with Regulatory Bodies: Ensuring compliance with policies from the National Commission for Colleges of Education (NCCE) and the Joint Admissions and Matriculation Board (JAMB).
●Monitoring and Evaluation of part-time lecturers, materials, schedules, and student performance.

FACILITIES AND INFRASTRUCTURE
The Directorate operates from a well-structured administrative block within the college and is equipped with physical and digital resources to support its academic operations.

Facilities include:
●Administrative Offices: For coordination of academic affairs, record keeping, and student services.
●Lecture Halls: Spacious and properly ventilated halls used mainly during weekends and holidays.
●Computerized Student Records Unit: For maintaining transcripts, academic records, and results.
●Communication Channels: Notice boards, official emails, and SMS platforms for prompt dissemination of information to part-time students.
●Digital Resources: Use of WhatsApp and online portals for assignments, notifications, and e-learning support when necessary.

ACADEMIC AND PROFESSIONAL DEVELOPMENT ROLE
The Directorate plays a critical role in professional teacher development, especially for individuals already in the workforce or those looking to transition into the education sector.

Academic and developmental contributions include:
●Enhancing Qualifications: Enables unqualified teachers to earn the Nigeria Certificate in Education (NCE), a requirement for teaching in public schools.
● Capacity Building: Equips part-time students with the necessary pedagogical and classroom management skills to function effectively.
●Curriculum Integration: Courses are structured to align with current national curriculum guidelines for teacher education.
●Project and Research Supervision: Students carry out final year projects and teaching practice exercises, contributing to their academic and practical training.
●Career Growth Opportunities: Graduates of the program are eligible for promotion, further education, and better job placements.

COMMUNITY IMPACT AND INDUSTRY ALIGNMENT
The Directorate of Part-Time Programme directly supports the development of the local and national education workforce, especially in rural and underserved communities.

Key impacts include:
●Teacher Supply to Rural Schools: Many part-time students teach in rural areas and are immediately applying what they learn to improve classroom outcomes.
●Adult Education and Literacy: By serving adult learners, the program contributes to the broader goals of national literacy and lifelong learning.
●Economic Empowerment: Allows working-class individuals to upgrade their qualifications without leaving their jobs, thereby enhancing income opportunities.
●Partnerships with Local Schools: Strengthens the bond between the college and basic education providers in the region through practical teaching placements.
●Alignment with Education Policy: Supports government objectives in increasing the number of trained teachers to meet Nigeria’s Universal Basic Education goals.

ADMISSION STRUCTURE AND PROGRAM MODES
The Directorate currently runs two major formats of part-time programs:

1. Weekend Programme: Classes hold on Saturdays and Sundays during the semester. This is ideal for candidates who are employed during the week.
2. Sandwich Programme: Runs during school holidays (typically long vacations in April, August, and December). This is popular among school teachers.

Admission requirements generally include:
A minimum of 5 credits at SSCE, including English and Mathematics
Relevant teaching or work experience (an advantage but not mandatory)
JAMB Part-Time registration (for regularization purposes)

CHALLENGES AND FUTURE PLANS
While successful in reaching underserved learners, the Directorate faces the following challenges:

●Limited funding for infrastructure and learning aids
●Scheduling conflicts for lecturers who also teach full-time
●Need for greater digital integration in content delivery and student management

Planned improvements include:
●Development of an Online Learning ●Management System (LMS) for part-time students
●Curriculum updates and lecturer training to better support adult learners
●Increased outreach and marketing to attract prospective students from more regions
●Establishment of satellite centers in collaboration with local government areas

CONCLUSION
The Directorate of Part-Time Programme at NOCEN, Nsugbe, plays a vital role in the college’s mission to democratize teacher education and support workforce development. Through flexible delivery modes, academic rigor, and community engagement, it empowers individuals who would otherwise be unable to pursue higher education. With continued innovation and strategic support, the Directorate is poised to become a national model for inclusive and practical teacher training.
