NOCEN Provost Charges Contractors on Quality and Timely Delivery, Insists on Strict compliance with Approved Plans
The Provost of Nwafor Orizu College of Education, Nsugbe (NOCEN), Engr. Prof. Victor I. O. Ndirika, has charged contractors handling projects in the College to prioritise quality workmanship, strict adherence to approved specifications and timely delivery.
He gave the charge on Friday, 11 September 2026, during an interactive session with contractors and Arc. Chidi Okoli of Clinarc Associates (TETFund) at the College. The meeting reviewed the quality, delivery and assessment of ongoing and completed projects, as well as construction standards and maintenance issues.
Prof. Ndirika commended the Deputy Director of Works and Services Engr.Nnamdi Onyili for his supervisory role on TETFund projects and thanked Arc. Okoli for his continued support. He assured that the cordial relationship with project consultants would continue to exist.
He urged contractors to follow approved plans strictly and avoid unauthorised alterations, stressing that this was essential for durable structures that would serve the College effectively for many years. He expressed concern over the poor state of some existing buildings, noting that deteriorating and falling roofs pointed to earlier poor construction practices. Quality delivery, he said, would reduce excessive maintenance costs, improve safety and ensure long-term usefulness of facilities.
Arc. Chidi Okoli thanked the Provost for the engagement and agreed with the concerns raised. He noted that while contractors generally strive for quality, problems can arise when site workers ignore instructions in the contractor’s absence. He urged clear instructions, effective supervision and strict adherence to standards, stressing that TETFund has zero tolerance for poor construction. Maintaining high standards, he said, protects contractors’ credibility and eligibility for future recommendations. He also recommended planting about five trees around each building to help control wind and protect structures, and described NOCEN as an institution with a strong reputation with TETFund, particularly for improved roofing quality.
Engr. Stan Okonkwo appreciated the opportunity for dialogue and assured the Provost that contractors would deliver improved quality and timely projects. He acknowledged the Deputy Director of Works and Services for consistently demanding high performance on site.
In his vote of thanks, the Deputy Director of Works and Services described the session as a courtesy visit and interactive engagement aimed at encouraging effective performance, especially in light of maintenance challenges with existing structures. He urged contractors to deliver quality work that reduces staff displacement, enhances safety, lowers maintenance costs and ensures continuous use of facilities. He specifically advised attention to roofing, including the use of quality wood and proper water collectors for effective drainage.
Those present included Engr. Nnamdi Onyili (Deputy Director, Works and Services), Arc. Chidi Okoli, representatives of various contracting firms, and College staff Engr. Ozioma Mbenefo (Head, Civil Unit) and Engr. Mary Manafa (Head, Electric Unit).
The session reaffirmed the responsibility of the College, consultants and contractors for quality implementation, compliance with specifications, timely delivery and durable infrastructure that supports teaching, learning and administration.
